NOTICE OF FILING OF APPLICATION FOR CAMA MAJOR DEVELOPMENT PERMIT The NC Department of Environmental Quality hereby gives public notice as required by NCGS 113A-119(b) that application for a development permit in an AEC as designated under the CAMA was received on 8/9/2026. Applicant, Ingram Concrete, LLC, proposes to have multiple barges deliver material to the Vulcan Materials facility in Kitty Hawk on a weekly basis. Due to the configuration of the access channel and the offloading area at the end of Bob Perry Road, safely navigating and maneuvering multiple barges to the unloading facility simultaneously is not feasible. To resolve this problem, Ingram Concrete, LLC (owner of Vulcan Materials) proposes to install a mooring buoy in Albemarle Sound Bay 3,900 feet offshore of the Town of Kitty Hawk, Dare County, North Carolina. A copy of the entire application may be reviewed at the office of the Division of Coastal Management, located at 401 S Griffin St, Ste 300, Elizabeth City and reached by phone at (252) 621-6450 during normal business hours. Comments mailed to Tancred Miller, Director, DCM, 400 Commerce Avenue, Morehead City, NC 28557, prior to September 26, 2026, will be considered in making the permit decision. Later comments will be considered up to the time of permit decision. Project modification may occur based on review & comment by the public, state & federal agencies.
