DARE COUNTY
PUBLIC NOTICE
Dare County is preparing a solicitation for bids for installing vegetation along portions of the
Cape Hatteras National Seashore in front of the Village of Avon and the Village of Buxton. The scope of work is summarized as follows.
(1) Installation of a maximum of 90,000 plants (24 inches apart) along 6,000 linear feet of oceanfront on the newly nourished dune crest and dune face in front of the Village of Avon south of the Avon Pier.
(2) Installation of a maximum of 67,500 plants (24 inches apart) along 4,500 linear feet of oceanfront on the newly nourished dune crest and dune face in front of the Village of Buxton.
Work may start on or after 1 July 2026, and is to be completed by 31 December, 2026.
Dare County is the project Owner. For bid forms and drawings, please see the county’s website at https://www.darenc.com/Home/Components/RFP/RFP/1134/422. All questions about the meaning or intent of the Bidding Documents and Drawings are to be submitted in writing to Patrick Barrineau at patrick@coastalscience.com. Questions received less than five (5) days prior to the date for opening of Bids may not be answered. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda. Only questions answered by Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect. It is the responsibility of all interested parties to check the Count’s website regularly and obtain all addenda that may be issued to bid specifications. Dare County is not responsible for direct distribution of addenda posted on the website to all vendors who desire to submit a proposal. Acknowledgment of addenda shall be made on the bid form.
Bids shall be submitted to Dustin Peele, Dare County Purchasing Manger at 954 Marshall C Collins Drive, Manteo, Dare County, North Carolina 27954. Bids will be due Friday, June 12, 2026 at 3 pm where they will be opened and read aloud in room 238 of the Dare County Administration building, Manteo, NC 27954. No bids will be accepted after the due date and time. If a minimum of 3 bids are not received on time, all bids received will be returned unopened.
Dare County reserves the right to reject any and all bids in accordance with NC General Statutes.
